Ian Talmage

Ian Talmage is a freelance web designer and frontend developer specializing in WordPress with over 21 years of experience designing, developing and leading teams on small and large scale projects. He was formally the creative lead for the State of Maine's web portal (Maine.gov) and online government services.

As creative lead for the State of Maine's online services including Maine.gov, the official state Web portal his team received national recognition from the Center for Digital Government (CDG) distinguishing it as one of the top 5 state government web portals for 2013. Ian led the design and development of the usability, flow and functionality of over 450 online services in the past 11 years. As a founding member of Maine's consistency initiative, Ian co-created the standard templates for all state government websites and applications.

He led improvements to the templates, proactively adapting them to the emergence of new trends, technologies and user behaviors such as mobile browsing. He also oversees the State of Maine Webmaster Resource website and is the lead presenter and coordinator of the monthly webmaster meetings, an open forum for over 450 state employees tasked with maintaining and updating state websites.

As Creative Lead, I was tasked with leading a team of 3 on all design efforts at Maine Information Network, Maine.gov, NIC, Inc. Some of my daily tasks include:

  • Present, teach and lecture on interface design, usability, accessibility, HTML, CSS, JQuery, and responsive design practices to over 450 Maine state webmasters.
  • Creative lead on aesthetic and technological direction of Maine.gov, state agency websites, and web applications.
  • Present and speak at conferences and workshops (Maine Digital Government Summit - November 2014 | November 2013)
  • Ensure that websites and web applications are cross browser, cross device tested and compliant and meet the WC3, 508 and the State of Maine accessibility policy standards.

  • Oversee the design of online applications from wireframes (using Keynote) to fully functioning prototypes (using HTML/HTML5, CSS/CSS3 and JQuery) and website design and production.
  • Examples of past web applications include:
    • a custom online campground reservation system (campwithme.com) which included over 240 prototype pages
    • Maine state e-commerce tool
    • native mobile application using JQTouch and PhoneGap
    • health benefits system (maine.gov/mymaineconnection).
  • Examples of past websites projects include the design and production of:
  • Other website tasks include overseeing the redesign of the state portal, Maine.gov on an annual basis
  • Creating print and marketing materials for business and government use

  • Research and development on the use of Parallax scrolling, CSS3 animation using transitions and JQuery, SVG transitions, Icon font creation, typography, branding and logo development.

The 2012 redesign of Maine.gov included an animated slideshow utilizing parallax scrolling (using SequencyJS, JQuery and CSS3 transitions). It was designed for modern browsers but included a fallback for older browsers.

My Maine Connection is the State of Maine's online service for citizens to prescreen and apply for benefits. The application consists of over 40 sections with multiple steps per section. Using the multi step process, live validation and masking, we streamlined the service to increase application completion.
